Iowa benefits for college students

What Iowa students can get beyond financial aid: Supplemental Nutrition Assistance Program (SNAP) food assistance, Iowa Medicaid (Iowa Health and Wellness Plan for adults 19-64) health coverage, child care help, phone and internet discounts and tax credits, with each program's own rules and application. Each section links to the full rules.

Food assistance: Supplemental Nutrition Assistance Program (SNAP)

Iowa's name for SNAP, run by Iowa Department of Health and Human Services (Iowa HHS). If you are enrolled at least half-time, you need a student exemption to qualify, such as working 20 hours a week, work-study or caring for a young child. If you are enrolled less than half-time, the student rule does not apply and only the regular SNAP rules do. See every exemption →

Health coverage: Iowa Medicaid (Iowa Health and Wellness Plan for adults 19-64)

Iowa has expanded Medicaid, so adults with low incomes, students included, can qualify based on income. All your health coverage options →

Under the Iowa Health and Wellness Plan's new community engagement (work) requirements, which certain members must meet by December 1, 2026 (80 hours a month of activities), being enrolled at least half-time in an education program counts: community college, vocational/technical school, a 4-year college or university toward a bachelor's degree, or a 1-2 year program toward a master's or higher degree.

Child care help: Child Care Assistance (CCA)

Going to college or training can count, with limits. Income-eligible parents qualify if they attend an approved training or education program full-time, or attend approved training part-time and work part-time for a combined 32 hours a week (28 if a special-needs child needs care). Child care while in postsecondary education or training has a 24-month lifetime limit. Families in PROMISE JOBS or the Family Investment Program get child care for approved activities without the usual CCA rules.
