The details

Arizona's statewide, state-funded guaranteed scholarship (A.R.S. 15-1701), administered by ABOR and paid through the three public universities. It is last-dollar: it covers whatever in-state tuition, mandatory fees and program fees remain after the Pell Grant and other gift aid. Housing, meal plans, parking and books are not covered. Available for up to eight academic semesters (ASU: eight consecutive fall/spring semesters; summer not covered). Students must enroll full time as first-time, degree-seeking, on-campus students in the fall right after high school graduation (some gaps such as military service may be allowed; ASU Online students are not eligible at ASU). Renewal requires a new FAFSA each year, continued Pell eligibility, full-time enrollment and satisfactory academic progress.
