The details
Delaware's need-based state scholarship (14 Del. C. § 3411). For full-time students in (1) an undergraduate degree program at an accredited Delaware college, (2) an undergraduate degree program at an out-of-state accredited college if the program is not offered at the University of Delaware, Delaware State University or Delaware Technical Community College, or (3) a graduate degree program at an out-of-state accredited college if the program is not offered at UD or DSU. Need is measured from the FAFSA (college cost minus family contribution minus any Pell Grant); DHEO sets a minimum need threshold each year based on funding. Minors, non-degree, diploma, certificate, continuing education, independent study and individualized majors are not eligible. A student can receive ScIP for at most 5 years for undergraduate or graduate study. Students must reapply every year.
