- Delaware resident for at least 12 consecutive months before the application deadline (DHEO residency rule). Unweighted cumulative core-subject GPA of at least 3.0 (as calculated by DHEO) and combined SAT of at least 1000 or the ACT equivalent. Must enroll full time at Delaware State University.

- Create a Student Account in the Delaware Higher Education Financial Aid Portal and complete the online application between December 1, 2026 and the deadline (4:30pm)

The details
State memorial merit scholarship (14 Del. C. § 3443). One award a year to a Delaware high school senior entering Delaware State University full time. Covers tuition, required fees, room, board and books at DSU. Renewable for up to three more years with a 3.0 cumulative GPA. Applicants add their activities to the application. The award must be accepted by DHEO's deadline and cannot be deferred.
