The details
Under W.S. 19-14-106, the University of Wyoming and Wyoming community colleges provide free tuition (not fees, since the 2018 changes) for up to a total of 8 semesters, used within 8 academic years of first use, for: overseas combat veterans (honorably discharged, Wyoming resident for at least 1 year before entering service, awarded the Armed Forces Expeditionary Medal or another campaign medal for service in an armed conflict in a foreign country); Vietnam veterans (Vietnam Service Medal Aug 5, 1964 to May 7, 1975, not dishonorably discharged, 1+ year Wyoming resident) not receiving Montgomery-era GI Bill benefits; and surviving spouses and dependents of such veterans who died during active service. The statute also extends free tuition to resident surviving spouses and dependents of Wyoming service members whose death was service-connected or who are listed as POW/MIA. Benefit is capped at UW's current undergraduate tuition rate per semester and is for 'successive education' (a higher-level credential than one already earned with the benefit). Dependents must be under 22 at the veteran's death and at enrollment. Students need a 2.0 cumulative GPA by the end of the spring of their 3rd or 4th semester and each spring after.
